See if these links help:- if removing anything and everything to do with bing and/or updating skype if installed doesn't solve the problem then do the clean boot option and restart things 1 at a time to find the problem. Probably as long as the restore point is earlier than when the problem started, i think a windows update is the cause so it might also be worth manually installing updates 1 at a time after the restore until you find the one that causes the problem uninstall that update and hide it so it doesn't keep getting installed again.
